Derby Owners Club World Edition EX (Main)(RevD) NPC horses not loading correctly.

A couple of notes:
Set the game to 4 players instead of 8. There seems to be a timing issue with console and the server in 8 players but I can't tell if is related to this bug.
Data and backups have been cleared.

DOCWE has twelve horses that race at a time. 3 Horses are able to load and the rest are (NULL). When the horses load the numbers are 1,2,3,4,55,66,77,88, The horses have their own numbers. On top of the the stats, gender and leg types do not appear. See Screenshot 1A,1B. If a player is able to load into the game, they take up on of the three loaded horses. I checked the Roms' files and validated that the NPC and preloaded horses are in the game in epr-22336d.ic22.

Since the horses are not loaded during the game the camera zooms to the player in a static spot on the track. See Screen Shot 1C.

During the results of the race winners are accurately displayed but since the horses are missing the horse that comes in 3rd place is from 4th to 12 place. See screen shoot 1D

By fixing this issue, Derby Owners Club World Edition EX (Main)(RevD) in my mind is completely playable and can be considered working.

I wonder if any of the as-of-now private dev builds have fixed this issue.
At this point, I'm willing to pay for a developer(s) to support and allow DOC to be emulated.
