Addition of feature to check bootstraps node version

We have recently faced an issue where certain bootstraps are not running the latest software and the balance queries and transaction broadcasting is inconsistant.

If we could implement a code that checks the bootstrap software version before making the call to ensure the data that is being provided is up to date.

If bootstraps are not running latest version they should be excluded from being called as data may be incorrect leading to failed transactions, incorrect balances being displayed and fee calculation.
