psite-clone should not clone from an environment that's empty. For example, if your live environment is not created yet, it should not be possible to clone from live to dev or test. Likewise if test does not exist, it should not be possible to clone from test to dev.

Good point.

We're working towards a future re-architecture where Test and Live don't exist period until they are initialized. This solves a number of issues, including this one.

I've blocked this since there are other architectural changes that should fix, so we shouldn't spend time on this unless that proves not to be the case. But I hesitate to close it altogether.
