Issue Description:

At one point in the past, this process included Clearing Caches on both the old site and the new site's live environments. This was apparently for some reason removed, but sporadic Support tickets seem to indicate that is likely still required.

Suggested Resolution

Can we add it back?

At one point, when a user removed a domain from an environment, no traffic would route to that environment.

But now, it seems like for some reason, cached responses will be returned until the cache is cleared on the environment was removed. Even if you attach that domain to a new environment, the cached (and maybe even un-cached) responses will be from the old environment/site.

I just had this happen for another customer, so I think that we still need to have the instructions to clear cache on both environments, at least until we can fix the platform to work correctly and stop routing immediately.

We still every few weeks get a customer who is bit by this.

As far as I can tell, they do need to clear caches on both the old site/env and the new site/env as part of the relaunch process.

@rachelwhitton @dficker my apologies, for some reason I didn't get/see the notification or tag from Rachel. I think adding back the clear caches step to both tabs makes sense.

@dficker just pointed out that https://docs.pantheon.io/relaunch#relaunch-procedure has a clear caches step in the "Plat and Diamond" tab, but not on the "All Others" tab.

@rachelwhitton could the clear cache steps be added to the "All Others" tab?
