Goreleaser parses commit messages for details like "docs:" and skip the commit for the changelog, but since autotag and goreleaser still tag a commit and create a release, we end up with a release with no changelog if the only commits would be skipped, as with #18 or #24. It would be an improvement to skip tagging or releasing. In the case of 18 I manually edited the release after the fact.

Goreleaser appears to have a pro feature that might be used for this with the changelog command.
