Para cada candidato:
proporcao_recebida = total_recebido_do_partido/total_doado_pelo_partido_no_estado

Em seguida:
investimento_partidario = proporcao_recebida/media_da_proporcao_recebida_por_estado

É interessante retornar o valor da proporcao_recebida também.
