Follow up to 1652 - Create monitor for dump_stamp_data export task

This is a follow up task to passportxyz/passport#1652.

Acceptance Criteria

• Set up monitoring and alerts to notify if the Passport Indexer is offline or experiencing issues.

Here is a WIP monitor that is unable to find the desired logs. https://datadoghq.eu/monitors/12936277 It is not clear if logs are being properly exported into dd for the ECS scheduled task
