Astro scaffolding

Descriptions:

Add scaffolding for Astro to patternfly.org that will allow the team to start transitioning from the documentation framework to Astro.

To Do:

• Add the latest version of Astro to package.json
• Have an entry point where we can start porting over the documentation-site to Astro.
• Setup folder structure and best practices
• Should be done in separate repo and be able to be pulled into patternfly-org
• Ensure that any needed features and code are available to other repos, and does not introduce circular dependencies. patternfly-infra-issues#117

Acceptance Criteria

• Scaffolding setup, and be able to pull this into patternfly-org
• CI/CD setup and ability to release
• Testing setup for repo
