I've understood PG_CONFIG is a default variable used by PGXS modules, but pgpointcloud does not seem to use it, see https://travis-ci.org/qgis/QGIS/jobs/651434090#L837

Try installing pointcloud 1.2.1, and use PATH instead of PG_CONFIG
c9c99f9 
because PG_CONFIG seems to be unsupported, at least at ./configure
time (pgpointcloud/pointcloud#258)
