Setup an automated CI/CD deployment pipeline for an in-house RS Connect Server, similar to the functionality seen in shinyapps.io with persistent database storage.

I think we should consider closing this issue. Technically, a GHA isn't necessary with git-backed deployment options available in Posit Connect. Though, it would be handy to have a GHA that showed whether the deployment was successful or failed with PR's aimed at master.

@jthompson-arcus, do you have any thoughts.

Well this is specifically related to the ProCogia deployment. I think we should get feedback there before closing. I think we can confidently put this issue "on hold" though.
