[META] Full Windows support

This issues is used to capture what would be required to get full windows support for Outrigger

Issues to Address:

• DNS Resolution (we need something like /etc/resolver to plug into windows DNS resolution)
• Unison Support for Windows (Unison support for Windows #76)
• Package installer for Windows (Add package installer for Windows #18)
• Ensuring outrigger project scripts can work across mac/linux/windows (OS Adaptive Project Scripts #72)
• Determining optimal environment on windows (powershell, ubuntu/bash, etc)

One of the things we've noticed as a pattern amongst Windows users is a tendency to less comfort with deep command-line troubleshooting. While "making unison easy" and other developer experience improvements are not strictly necessary for Windows compatibility, they may be necessary for Windows uptake.
