Formalize description of pilot test sites

Teresa asked us for a more formal description of translational research pair sites. Current version is here.

We need to include a little background & rationale for why these sites were proposed. General approach: given objectives of project, we are proposing to collaborate with the GRIN network, and the KF site specifically; additional info on EHR vendors (two major ones in use) was a plus

The previously submitted version contained the right level of detail but the wording needs to be formalized for NIH reporting. This should be a relatively easy update.
