Logtacts should be accessible over SMS

This is an idea issue. This should be a place for discussion, and then individual issues are filed for each outcome of the discussion

I feel pretty strongly about making technology available to people who don't have great internet connections, and so in my ideal world 90% of site features would be available over an SMS gateway, say through twilio. This feels like a semi-crazy idea to me, so I'm open to other thoughts, but it's an idea I believe in.
