Economy needs to be tweaked to match original #57

The economy feels off right now. Some issues are definitely there, some are just by feel:

  • Ore/gems are twice as valuable as they should be.
  • Harvesters are harvesting too quickly, I think.

Bale harvesting speed must be shared with TS in the long term because the related tags fallen back to defaults - so this kinda depends on upstream.

Absolutely nothing is balanced right now.
The goal is to get everything implemented and all actor types defined then balance.

The conversion from the WW values is the problem, not the OpenRA side. For reference in WW, the bale loading and unloading variables doesn't even share their type - loading is a double, unloading is an integer.
