Anonymous mode does not hide boxes

Expected behavior

Top Permitted Domains, Top Blocked Domains, Top Clients (total), Top Clients (blocked only) not beeing hidden when Privacy Settings are in Anonymous mode

Boxes should be hidden, not empti

changing stuff that used to be that way and stating false things in the description text is not bug?

WebUi does say these are disabled (not sure what the definition of disabled is here)

My opinion, if data to display, don't show table.
