Notify admins if someone has enough exp for promotion

It would be extremely helpful if Clanny sent a webhook or message to a specific channel when someone gets enough exp for a promotion. This is needed for groups that do not want their members automatically promoted. Currently we rely on our members notifying us when they have enough exp. This is extremely inefficient.
