[Tags] Loading indicator #725

In the element tags tab we implemented optimistic update when adding/removing tags. We need a loading indicator while the requests get executed.

@xIrusux In the old UI we don't have loading indicators. For me it would also be ok when we skip the loading indicators when we ensure the following:

User needs to be informed when requests fail
When you check/uncheck the checkboxes and/or press the delete buttons in a fast way you must not get into a weird state where states change in a "random" way.
