How to fix it. I have nothing ideas. pls.

I am having this same issue. Thought it might be an issue with my project.

1. Created a new rails project rails new foobar
2. Ran rails serve and everything ran fine
3. Added the migration_comments gem to the Gemfile
4. Ran bundle install
5. Ran rails serve and got the same error message below
