UI/UX bug/enhancement - Uploading a file, review details description blocks the metadata with language field

Describe the bug
This is a general issue in which feels like a poor user experience. Not sure if it qualifies as a bug since it occurs on 3.4.0 as well.

Precondidtion:
From default dataset.

To Reproduce
Steps to reproduce the behavior:

1. Login to OJS/OMP/OPS with Journal Manager user (I think any user that can upload files will work)
2. Select a submission that can upload a new file too (Reivew stage works well)
3. Select upload file
4. In the new dialogue box "upload submission file" add new file not a revision
5. Select continue and proceed to review details stage of upload dialogue
6. Observe the full field inputs for meta data (see screenshot below)
7. Select the Description text field
8. Observe the language text field
   Actual : the language text field covers all other input fields
   Expected : the language field shouldn't be covering input fields blocking user from accessing them. Could expand the metadata fields below the expanded input field or clearly indicated to the user that the metadata fields can still be filled in.

What application are you using?
OJS, OMP or OPS version 3.4.0 and 3.5.0

@Tribunal33, I think this will be resolved with @Devika008's work on multilingual input fields, which is filed elsewhere. (Devika, do you have a link handy?)

I yet have not filed the issue for multilingual form fields as I was waiting for the priority meeting and seeing if it passes through for development for 3.6 or else to just file it without any timeline
