Treatments on BLR without PDF linked, ie. all from GG editor

How do we deal with treatments that are not attached to a PDF deposit on BLR? E.g. taxonomic treatment https://zenodo.org/record/3509159#.Xb1yquhKhPZ
that links to the article deposit http://zenodo.org/record/null

Good question, and actually a more general one ... the document this treatment comes from (http://treatment.plazi.org/GgServer/summary/CE01DE7FC19F414CE1E6407182FC7518) is one of our early XMLs, so linking it to a PDF deposition is pretty much impossible, simply for the lack of a PDF. We need a policy regarding how to handle such treatments.
