Actually, I'm not sure this should be part of the apps plugin. This should probably be its own plugin/command, since "restart the app" means very different things (including "that has no meaning") in other deployment strategies, with different semantics (think Heroku: you'd need to specify which dyno to restart).

Well, this could be implemented as a command-that-calls-a-hook, with all its non-app arguments forwarded to the hook scripts.
