All of the Windows 8.2/8.3 builds seem to be hung on this test. https://github.com/pmmp/ext-pmmpthread/actions/runs/11884004388/job/33111627695

Some tests spitting out VirtualProtect errors when OPcache is enabled VirtualProtect errors in some tests on Windows when OPcache is enabled #144

Looks like this is related to the rash of assertion errors on newer PHP builds on Linux

Fixed by 9451566.

Stall issue related to php/php-src#16849
