Ogr2osm and postgresql are now called directly from python instead of through clis via subprocess calls. This should mean better error messages, less overhead and cleaner code.

Fixed regression where ogr2osm merged addresses at same position causing them to be flagged as bad data and the sources dropped.

This month was very productive with lots of backend work getting done that will help in future:

• 2 new data filters
• more granualar logging during loading OA data
• created and tested scripts to setup dev environment in lxc
• a bunch of debugging of ogr2ogr and ogr2osm leading to ideas for future improvements

AU South is too big for Github, you'll have to download from OpenSuperMaps.
