The shortbread documentation https://shortbread-tiles.org/schema/1.0/#layer-streets_polygons_labels would suggest that labels should be in streets_polygons_labels but looking at the data in https://vector.openstreetmap.org/shortbread_v1/{z}/{x}/{y}.mvt suggests that it is actually in "street_polygons".
An example way is https://www.openstreetmap.org/way/133310835 .
Although https://pnorman.github.io/tilekiln-shortbread-demo/#18/53.961148/-1.085633 doesn't really have enough debug to show it, a "debug" map style https://github.com/SomeoneElseOSM/SomeoneElse-vector-web-display/blob/main/resources/svwd05_style.json installed at https://map.atownsend.org.uk/vector/index_svwd05.html#23.12/53.9612217/-1.0859668 shows that the name "Library Square" associated with he pedestrian area is coming from "street_polygons".
