Improve DMRPP Generate Performance in Backfill-Tool

• Backfill Tool will generate DMRPP files using the dmrpp lambda module on a per collection basis
• Performance greatly improved processing SWOT_L1B_HR_SLC_2.0 and other SWOT collections

2. Update Backfill tool to use dmrpp lambda module by GHRC team #11

3. Use granule size to determine to use dmrpp lambda module or ecs #12

4. Load test SWOT collection SWOT_L1B_HR_SLC_2.0 using dmrpp lambda module #13
