I've seen a few times now, in some cases the board is stuck in the quick stop state (red and green led are active). This happens mostly after the ethercat being cut. Its not every single time so I was not able to reproduce with a debugger connected yet.

Sometimes the velocities and torques do not go as low as necessary to trigger quickstop reaction state to stop. So we need to add a timeout. suggested 2*emergency_stop_response_counter_max.
