I had another idea for a completion source in latex. Create a dictionary based on tlmgr list --only-installed, which ideally should only be triggered after \usepackage[]{ or \RequirePackage[]{.

An instant reminder of installed packages definitely couldn't hurt. Given the current shortcomings of this deoplete source, it'd probably be prudent/polite to offer some cue in the pop-up indicating whether completion definitions for these packages actually exist.
And not that this really matters, but last I checked, tlmgr isn't included in the various (outdated?) TeX Live flavors dished up by the popular general-purpose Linux distros.
