Reopen plot tabs when reloading UI

Describe the issue:

Opening a plot from the Plots view as an editor tab does not save the metadata. Upon reloading the UI, these editor tabs are not restored.

Steps to reproduce the issue:

1. Render a plot
2. In the Plots view, open the plot in an editor tab
3. Reload the UI/web page

Expected or desired behavior:

The plot is restored as an editor tab

Were there any error messages in the UI, Output panel, or Developer Tools console?

The plots service is where the metadata is stored when a new plot comm is opened. Another metadata entry can be created when a plot is opened in an editor tab.

Test scenario(s)

I tested multiple R and Python plots by rendering them in both the web and desktop apps, opening each in separate tabs. After reloading the window, I confirmed that the plots reappeared in their respective tabs without any issues.
