Expand the default extension installer to Positron Server

#6302 explicitly covers installing prepackaged extensions for Desktop. Because the Code OSS feature we're expanding exists in the electron code, porting it to work in Positron Server will require additional implementation.
Posit Workbench provides a mechanism to preinstall these extensions per user on session launch so this is only necessary for Remote SSH sessions.
