Interfacing attribute isCondenser for generators

Describe the current behavior

The isCondenser attribute, present in the Java implementation is not interfaced in Pypowsybl.

Describe the expected behavior

The attribute is available in Pypowsybl (in the generators dataframe). Users can access its value and update it if needed.

Describe the motivation

This attribute is needed by users for their simulations.
