Change beatmap offset slider to be consistent with universal offset

When you want to adjust your offset for a beatmap using the slider, I found it's kind of frustrating to make fine adjustments. You can't really add an offset of say 1.0ms. Using your cursor to change it feels very unwieldy. I feel like it would be better to have the beatmap offset be consistent with the universal offset.

What do you mean by "consistent"?

Also you can use arrow keys to make adjustments, or custom hotkeys. But adjusting by 1ms is not worthwhile as the game will not hit this level of timing precision. 5ms is therefore the recommendation.
