Focusing applications on different workspace/desktop

It's not related to karabiner but the problem here is when using open to open an application, although the focus is switched to that particular application, macos doesn't bring the application window to the foreground/changes focus to that desktop if it's already opened inside a different desktop.

I wonder how people are tackling this problem using karabiner, or using other utility software in combination with karabiner
