RE7 and RE8 cutscenes don't play correclty in 32:9 #1146

Describe the bug
When playing RE7 (or RE8) there are certain types of cut scenes / intro scene that do not display correctly on a 32:9 monitor. This issue is only prevalent when I have REFramework installed and goes away (cut scene just plays in normal 16:9) when I delete dinput8.dll

To Reproduce
Steps to reproduce the behaviour:

  1. Run RE7 on 32:9 monitor
  2. Start a new game
  3. about a minute or 2 into the cut scene you'll see hands on a steering wheel and then half of the actual cut scene playing above

Expected behavior
The cutscene should play in regular 16:9 without pushed up and halfway cut off at the top of the screen
