test-harness housed scripts need to be moved into the SDK and ported to the new framework

There are some scripts here https://github.com/project-chip/matter-test-scripts/tree/main/onboarding_payload_test_suite. They don't use the current python framework and as far as I can tell they didn't go through SDK code review before they landed. They should be brought over to the SDK.
