This will end up being semi-automated because of the factory reset, but that's OK. This makes sense to do in python because yaml doesn't do list comparison well. Will need a mechanism to do factory reset in the python framework.

  • add a step to re-commission with fabric 0 and remove fabric 3 as a cleanup
