Replace micropip by a pure-js implementation

Functionality

1. Building dependency tree
   • support backtracking by default
   • support locking (flattening)
   • support ~=, ^= and ==
2. Support specifying target path

Step 1 is about resolving and step 2 is about downloading and installing.
So maybe there should be 3 separated APIs and even 3 packages.
This repo may become a monorepo.

Motivations

• Decouple installing with pyodide instances after Extend cmdk menu commands #55
• As a part of I am thinking of building a service for more convenient package installing pyodide/pyodide#5004
