Provider Back Office

The Provider back office should enable a provider to

• upload a dataset, parsing and validating image files and any other resources contained within
• edit datasets
• replace datasets
• this service should be separate from the provider API to avoid using filesystem dependencies in packages that may be depended on by the client frontend
