Providers need to be online to serve captchas. Currently, a Provider can go offline and remain Active in the contract without any ramifications. This will affect the captcha service and be detrimental to Dapps.

• If Providers go offline for a lengthy period of time should their stake be slashed?
• How is a Provider's online status determined?
• Are status checks a function of a DAO whereby DAO members run checks on Providers' uptime and vote on whether Provider's have been active enough during a period?
• Does this kind of functionality merit building our own custom Provider substrate node and making use of the validator / stake / slash mechanisms already implemented for Polkadot?

Once a provider has uploaded a dataset there are no subsequent checks for data availability and provider availability. The below are discussion points that can serve as the starting point for the Decentralised Autonomous Organisation implementation of network overseers.

• Is the Provider online?
• Are dataset images online?
• Deactivate datasets / providers for which the data is unavailable
• Deactivate datasets / providers for which the data is inappropriate
• Implement above as part of a DAO with data integrity checkers being rewarded for performing checks and updating the network
• Score providers according to availability
• Score datasets according to availability and appropriateness
• Leverage client-side for checks?
