Introduction of a FindPeaks Implementation which offers Like-For-Like scipy python functionality

Recently, I had come across a project which required a python findpeaks from scipy to be implemented in java. It was a hard requirement that the output exactly matched those from the python variant with all the knobs that the python variant provided. So, was wondering if there's enough community interest in such a project that maybe it could be merged into jdsp, but I also see that jdsp has it's own findpeaks implementation as well. So just wanted to test the waters on this.
