Automate COM data import #68

Looks like all the code is ready for this. We'll need to test running the import manually on the server first. If it's good, then the schedule.rb just needs to have the COM jobs added and deployed.

We want this to run on the second Wednesday of April, August, and December.

This should be added to the fams-config now that things are in k8s. The schedule.rb can be removed.
