Thanks for reporting this enhancement request. We'll add this to our backlog. In the meantime, you should be able to specify the proxy-url field in the Clusters section of your kubeconfig (https://kubernetes.io/docs/reference/config-api/kubeconfig.v1/#Cluster). This should yield the same result.

Issue details
Terraform k8s provider supports a proxy url. This is especially useful for GKE private clusters.
This is not available with pulumi k8s provider.
