Allow apt.upgrade operation receive an update flag to call apt.update first

A common pattern is apt update then apt upgrade. When executing from the CLI, it becomes two steps when it might more naturally be one.

It would be nice if the apt.upgrade operation could call the update first, if flagged to do so.

ie. pyinfra host apt.upgrade update=true
