Description

pip fails to read metadata in windows terminal build fails ever time in NumPy, ,cryptography, and qiskit just to name a few. I transferred existing file manually for a temporary fix but new installs do not work. This could be on my end, but it doesn't make sense that some programs install and others do not.

Expected behavior

I expected pip to work, but was able to install some packages from cache . I'm using the program in VS code . I hope the problem with building the wheel with metadata will be resolved soon.

How to Reproduce

Have a full metadata copy of trusted programs with 3.14 if possible.

I'm good everything's running fine now with my VS workspace. I did not need to install I'm running them as a subprocess no orphaned packages.
