As outlined in #1363:

The table of contents is marked with two <ul> elements. The outer ul is unnecessary and potentially confusing.

A ToC should be marked as a navigation element with the <nav> tag. The outer <ul> could become

to indicate that the unordered list is for navigation in the page.
