A contract needs to have asset management rights in order to be allowed to transfer shares to other owners/possessors. QX has these rights for all assets at the moment, because they were issued by QX.

This task is implement the transfer of the management rights between contracts.

Required and requested by contracts QVAULT and UniSwap

Requires #202 to be done first, at least partially.
