Shrink/collapse large events

Description

Code blocks (three `s) with many lines take up large amounts of vertical space, and should probably have vertical scrolling or a spoiler-style show more/less toggle. Perhaps both.
A show/hide toggle alone would be less useful though, as it would make scrolling horizontally require scrolling down to access the horizontal scrollbar, then scrolling back up to read.

This pertains not only to code blocks but large events in general - changed the title accordingly.

There's also a relevant MSC to swallow things in a <details> tag: matrix-org/matrix-spec-proposals#2184 - which Quaternion could support with the same show more/less toggle.

(And rather than show it within the constrained space of the timeline, I'd probably consider opening a popup window for the given event.)
