Fault System

Required Functionality:

• Users should be able to
  • create a fault report
  • see their submitted faults
  • add a comment to a fault they own
  • view system status
• Developers should be able to
  • view and comment on all faults
  • view their assigned faults on a seperate page
  • prioritise the report
  • assign the report to another developer
  • close the fault
  • update system status
  • add messages to the system status page

A link to the fault system should potentially be added to the navigation bar. Also, when a fault is created or updated, an email should be sent to the owner and developers.
