Build website workflow has been broken for over a month, for instance: https://github.com/radius-project/docs/actions/runs/12645692919/job/35235231711?pr=1342. This is causing all the auto generated docs PRs to be blocked: https://github.com/radius-project/docs/pulls.

During triage we also discussed having alerts for these failures to be sent to the Alerts channel.
