I used this "Border#JumpListRestyledAcrylic" as the target and I was able to change the color and opacity of the right-click menu. However, when the pop-up menu goes back down, there it shows another color. For example, I set it to purple for when the right-click menu pops up, but when it goes back down it is a different shade of purple. What should I target for the animation of the menu going back down?

what build of Windows are you on?
In the meantime, you could try setting Border#JumpListRestyledAcrylic to Collapsed, and then set
Border#SystemItemsAcrylic to a color, which on my end stays the color I've set, even when animating
