Very nice to have: on hover over the preview_bar buttons like "edit" the "hover" color should still be applied to the filled_container.

Could you maybe make a mockup of how this is supposed to look? I’m not really sure what to do here.

On hover of the edit button the darkened background should still be visible (if possible). Now when you hover over the container, this hover color is shown, but as soon as you hover over the button itself, then the hover color disappears of course with css only (i guess).
